Survivor Outreach Services (SOS) is an Army-wide program designed to provide dedicated and comprehensive support to survivors of deceased Soldiers.
Cape Fox Federal Integrators are currently seeking to fill the position of Financial Counselor with qualifed personnel.
Job Desciption
Provide basic financial assistance, at least annually, to the Surviving Families of the Fallen regarding financial affairs, including but not limited to, government Survivor benefits, budgeting, college savings plans, health care (TRICARE & MEDICARE), long term care insurance, asset allocation, retirement savings, life insurance, and document into DCIPS.
Assess individual and Family needs by conducting interviews, establishing referral resources, and facilitating finance education awareness training. Training includes but is not limited to, personal financial preparedness, reducing indebtedness, and reducing high demand for emergency financial assistance. Classes may include money management, proper use of credit, predatory lending, financial planning, tax considerations, advance will directives, investing, entitlements, relocation spending, check writing, principles and insurance. The Contractor shall follow-up with Survivors for outstanding issue resolutions and shall document assistance in DCIPS IAW paragraph , as applicable, and/ or in designated Army Reserve client case management tracking tools. Survivors should be contacted at least annually.
Develop informal partnerships with military, civilian and non-governmental agencies to leverage support. The contractor shall coordinate services with federal, state, and non-profit organizations, as appropriate, to ensure that identified needs of Survivors are met
Coordinate with the Casualty Assistance Center (CAC) Benefit Coordinator/Specialist, Office of Servicemen's Group Life Insurance (OSGL), and SOS Support Coordinator (s) in service delivery to Survivors. The Contractor shall refer survivors to the Staff Judge Advocate and other legal resources for guidance in managing complex cases such as estate planning, foreclosure, evictions, garnishments, and repossessions.
Conduct financial literacy awareness campaigns on financial issues such as foreclosures, evictions, garnishments, repossessions and, awareness campaigns on consumer issues, personal financial investing, savings options, Military Saves campaign, etc. Survivors should be contacted at least annually
Update Personal Financial Readiness course curricula, conduct training, and prepare accompanying resource materials. Government shall provide Contractor adequate and reasonable notification (minimal of 10 business days) when requesting Contractor's support of command, military unit training, or events. Required training shall include money management, proper use of credit, financial, financial planning for deployment, Deployment Savings Program, transition planning, investing, Thrift Savings Plan, pay, entitlements, relocation spending, insurance, and check writing principles. Exceptions apply based upon consultation with COR and Contract Program Manager.
Provide a written or verbal summary of events relating to financial consumer issues to the local Family Programs Director upon occurrence. The Contractor shall also be required to refer cases to the Family Programs Director for further action when unfair business practice occurs.
Ensure all case records; training, reports, and procedures are in compliance with Family Programs accreditation standards in accordance with applicable policies and regulations.
Maintain the Association for Financial Counseling, Planning and Education (AFCPE) certification or other credentials such as, Certified Financial Planner (CFP) or a Chartered Financial Consultant (ChFC).

Personnel shall possess a minimum of a baccalaureate degree from an accredited college and shall have a National Certification as an Accredited Financial Counselor (AFC) with a minimum of two years of experience. Other credentials such as the Certified Financial Planner (CFP) or a Chartered Financial Consultant (ChFC) are acceptable to meet the National Certification requirements. Financial certifications should be kept current, at no expense to the Government, and documentation furnished,
upon request to the COR.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
